Rome short-term rental registration and compliance

Sources: Roma Capitale, Regione Lazio and national tourism portals (linked below). Not legal advice.

This page summarizes practical steps from Roma Capitale, Regione Lazio and national tourism sources on locazioni turistiche (alloggi per uso turistico) in the city of Rome. It is not legal advice. National law sets CIN and reporting rules; Rome adds SUAR urban planning procedures and local tourist tax. Host Registry, by Glint, helps you track CIN, Alloggiati schedina readiness, municipal filing status and listing display. We do not file CIA, SCIA, BDSR, Alloggiati or tax returns for you.

National framework: Decreto-Legge 145/2023 and CIN

Italy regulates short-term tourist lettings through Decreto-Legge n. 145/2023 (converted by Legge n. 191/2023), including art. 13-ter on locazioni turistiche and the Codice Identificativo Nazionale (CIN) for platform listings. The Ministry of Tourism BDSR portal (https://bdsr.ministeroturismo.gov.it/) issues the CIN hosts must display on OTAs. From 20 May 2026, Regulation (EU) 2024/1028 (https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX%3A32024R1028) requires platforms to verify registration data. CIN is separate from municipal CIA/SCIA and from Alloggiati Web police reporting.

Roma Capitale SUAR: CIA (non imprenditoriale) or SCIA (imprenditoriale)

Regione Lazio explains that non-entrepreneurial tourist accommodation starts with a Comunicazione di inizio attività (CIA) filed electronically with Roma Capitale SUAR (Sportello Unico Attività Ricettive), while entrepreneurial lettings use SCIA (https://www.regione.lazio.it/cittadini/turismo/strutture-ricettive-turistiche/altre-forme-ospitalita). SUAR FAQ and online forms for alloggi per uso turistico are on Roma Capitale (https://www.comune.roma.it/web/it/scheda-servizi.page?contentId=INF123012). Planning compliance, condominium rules and fire safety may be checked before acceptance. Confirm whether your unit is non imprenditoriale or imprenditoriale with SUAR before listing.

Regione Lazio: CIR before CIN, CISE and ROSS 1000

In Lazio, the Codice Identificativo Regionale (CIR) is a mandatory prerequisite before you request the national CIN on BDSR (https://www.regione.lazio.it/cittadini/turismo/strutture-ricettive-turistiche/altre-forme-ospitalita). Roma Capitale SUAR FAQ section 6 labels the same regional code CISE: CIR and CISE refer to one identifier. Display the CIR/CISE on listings and ads where required. Regione Lazio also requires monthly tourist flow statistics on ROSS 1000 (ISTAT regional portal). Under L.R. 13/2007 art. 31, sanctions described on Regione Lazio hospitality pages include roughly €1,000 to €2,000 for missing or late ROSS 1000 reporting, €500 to €5,000 for missing CIR in advertisements, and €500 to €2,000 for failing to give the Comune timely notice when starting a non entrepreneurial CIA. Confirm your duties on regione.lazio.it and your SUAR acknowledgement. Glint can queue monthly ROSS reminders only.

PRG Norme Tecniche di Attuazione: UNESCO zone and change of use

Press reports in 2026 describe Roma Capitale work on Norme Tecniche di Attuazione (NTA) of the Piano Regolatore Generale to limit conversion of residential stock to tourist use, including possible restrictions in the UNESCO historic centre (press, not an official deliberation text: https://roma.corriere.it/notizie/cronaca/26_luglio_26/roma-l-assessore-all-urbanistica-veloccia-contro-l-esplosione-di-affitti-brevi-limiti-anche-fuori-dal-centro-8d52a288-83aa-490c-8934-5d3ab875axlk.shtml). Corriere della Sera quoted urban planning assessors on limits for abitazioni ad uso ricettivo; final PRG/NTA adoption and exact rules were not confirmed on comune.roma.it urbanistica pages when this guide was written. Verify your address, cadastral category and any municipal urbanistica notices before assuming a new tourist use is allowed.

Dedicated affitti brevi regolamento (still in preparation)

On 10 June 2025 Roma Capitale approved a memoria launching work on a Regolamento sulle locazioni di immobili a uso residenziale per fini turistici (PDF: https://www.comune.roma.it/web-resources/cms/documents/regolamento_locazioni_turistiche_avvio_iter.pdf), stating the text would go before the Assemblea Capitolina. Whether the regolamento has since been adopted can change: confirm the current status on comune.roma.it and Assemblea Capitolina materials before relying on it. Until any municipal regolamento enters force, rely on national law, SUAR CIA/SCIA practice, verifiable PRG/NTA sources and Regione Lazio guidance.

CIN via BDSR (mandatory on listings)

Obtain your Codice Identificativo Nazionale on https://bdsr.ministeroturismo.gov.it using SPID or CIE after your Lazio CIR prerequisite is in place. Ministry guidance is published on the Ministero del Turismo website (https://www.ministeroturismo.gov.it). Display the CIN on Airbnb, Booking.com and every channel. Under art. 13-ter, failing to display a valid CIN on listings is commonly cited at €500 to €5,000; operating without obtaining a CIN at all at €800 to €8,000. Glint stores your CIN and listing health per OTA only.

Alloggiati Web schedina (within 24h of check-in)

Under TULPS art. 109, communicate each guest schedina to Polizia di Stato via https://alloggiatiweb.poliziadistato.it/ (see https://www.poliziadistato.it/articolo/alloggiati-web). For stays longer than 24 hours, file within 24 hours of arrival; for stays of 24 hours or less, within 6 hours of arrival. Complete establishment alta on the portal first. This obligation is independent of CIN and SUAR CIA/SCIA. Host Registry prepares schedina fields and a due queue; you submit on Alloggiati Web yourself.

Copy of accepted CIA or SCIA to Regione Lazio

Regione Lazio requires a copy of the accepted CIA or SCIA (with municipal protocol number and date) sent by PEC to organizzazioneufficiperiferici@pec.regione.lazio.it, with the privacy form attached, as described on https://www.regione.lazio.it/cittadini/turismo/strutture-ricettive-turistiche/altre-forme-ospitalita. Keep municipal and regional acknowledgements in your compliance folder.

Contributo di soggiorno (Roma Capitale)

Roma Capitale applies a contributo di soggiorno on tourist stays. SUAR FAQ section 5 describes collection and management duties for ricettivo operators (https://www.comune.roma.it/web/it/scheda-servizi.page?contentId=INF123012). Rates and filing channels can change: confirm current amounts, exemptions and reporting on the official SUAR or tax pages before each season. Glint can queue reminder dates only; you declare and pay on municipal systems.

EU Regulation 2024/1028 on platforms

Regulation (EU) 2024/1028 requires platforms to collect, verify and display unique registration numbers from 20 May 2026. In Italy the listing code is the CIN from BDSR, in addition to any municipal references SUAR gives you. Mark per-channel display in Host Registry after your CIN is active.

For CIN versus Alloggiati versus regional CIR context, see /guides/italy-cin-alloggiati. Glint never auto-submits to BDSR, Polizia di Stato, Roma Capitale SUAR or Regione Lazio.
