Portugal: RNAL and SIBA for Alojamento Local hosts

Updated: September 2026

In Portugal, Alojamento Local registration (RNAL) covers your platform listings, while SIBA covers police reporting for foreign guests. Portuguese nationals are not reported to SIBA. These obligations are separate from Spain's SES declarations or France's guest police fiche.

RNAL: Registo Nacional de Alojamento Local

Register your short-term rental with Turismo de Portugal and your municipality (comunicação prévia). You receive an RNAL number (illustrative format 12345/AL) to display on all listings. Regulation (EU) 2024/1028 applies since 20 May 2026; platforms verify RNAL under that regulation.

SIBA: Boletim de Alojamento (foreign guests)

Hosts lodging foreign guests for pay must register the establishment on https://siba.ssi.gov.pt/ (SSI/UCFE) and submit a Boletim de Alojamento for each foreign guest arrival AND departure. Portuguese nationals are not reported. Late communication may be sanctioned under Lei 23/2007; check the current consolidated law on https://diariodarepublica.pt/ before relying on fine amounts.

SIBA reporting phases

Phase 1: register the establishment on the SIBA portal. Phase 2: for each stay: report foreign guest arrival within 3 working days (dias úteis). Phase 3: report departure within 3 working days after checkout. Glint prepares boletim fields via check-in link and CSV/printable export. You enter manually on the official portal.

How Glint helps

Glint does not submit to Turismo de Portugal or SIBA, it tracks RNAL per listing, collects boletim data, validates fields and manages the due queue (3 working days) for arrival and departure. You remain legally responsible for submission.
