Lyon furnished tourist rental registration
Updated: October 2026 (lyon.fr and Métropole règlement reviewed 7 October 2026)
This page summarizes practical steps from the official Ville de Lyon pages « Déclarer un meublé de tourisme » and « Demander le changement d'usage d'un logement », and the Métropole de Lyon change-of-use règlement (CP-2022-1301 as amended, requests from 10 September 2023). It is not legal advice. Host Registry, by Glint, helps you track your situation, documents, registration number display and the 90-night count for primary residences. We do not file anything with the Ville de Lyon for you.
Four paths on lyon.fr
(1) Primary residence (occupied at least 8 months per year under art. 2 loi 89-462): complete the online declaration starting from https://www.lyon.fr/demarche/logement-habitat/declarer-un-meuble-de-tourisme (the page links to the téléservice). Registration number immediately, up to 90 nights per year without other formalities (cap lowered from 120 on 1 January 2026 on lyon.fr). (2) Non-primary inside the hypercentre (see map linked from lyon.fr): changement d'usage with compensation from the 1st m²; compensation premises in the hypercentre and same arrondissement (règlement art. 12). (3) Non-primary outside hypercentre, under 35 m², natural person: règlement art. 13.1.a describes one temporary personal authorization without compensation (9 years, non-renewable, one dwelling per owner in Lyon), but the changement d'usage page states the 9-year authorization is conditional on compensation. Confirm with Service habitat before relying on either wording. (4) Outside hypercentre, 35 m² or more, or legal entity: compensation from the 1st m² (art. 13.1.b and 13.2).
Declaration (start on lyon.fr)
Use the official declaration page as your primary link. It routes to the online form on e-services3.lyon.fr when available. The registration number is issued immediately for primary residences; for non-primary, obtain changement d'usage authorization first. The number must appear on every listing. After authorization, registration is completed via the same online declaration (number by email per lyon.fr).
Copropriété and syndic
Inform the syndic of your declaration. The syndic must add an information point to the next general meeting agenda (art. 9-2 loi 65-557, loi 2024-1039 art. 8). Obtain co-ownership and landlord approvals where required.
Sanctions quoted in the 2023 règlement
Article 15 of the Métropole règlement quotes CCH art. L651-2 civil fines up to €50,000 by the president of the Tribunal judiciaire, an order to return premises to housing, and astreinte up to €1,000 per day per m². Since loi n° 2024-1039, art. L651-2 sets a civil fine of up to €100,000 per unlawfully transformed unit: https://www.legifrance.gouv.fr/codes/article_lc/LEGIARTI000006825946. False declarations or concealment: up to one year imprisonment and €80,000. lyon.fr does not publish a specific fine for exceeding 90 nights or missing the registration number.
Taxe de séjour
Collected by the Métropole de Lyon: https://taxe-sejour.grandlyon.com/
