Nice furnished tourist rental registration
Checked against nicecotedazur.org in October 2026
This page summarizes practical steps from official Métropole Nice Côte d'Azur and Ville de Nice pages on furnished tourist rentals, change-of-use and taxe de séjour (owner guide PDF June 2026, règlement 2.1 from 1 September 2026). It is not legal advice. Host Registry, by Glint, helps you track documents, registration number display and the 120-night count for primary residences on Nice commune (cap raised to 120 days by deliberation no. 5.2 of 19 June 2026 from 1 September 2026; 90 days before that date). We do not file anything with the Ville de Nice for you.
Primary residence: 120 days without change of use
When the whole dwelling is your primary residence, the meublés touristiques page and règlement 2.1 (article 5) cap furnished tourist rental at 120 cumulative days per calendar year without change-of-use authorisation on Nice commune from 1 September 2026 (deliberation no. 5.2 of 19 June 2026). Before that date the communal cap was 90 days per year. Beyond that duration you need change-of-use authorisation. Copropriété rules still apply (sworn statement required in dossiers).
Non-primary: change of use before day 1
Secondary homes and investment units need change-of-use authorisation before any tourist rental. File online on changementdusage.fr/nice (paper only on request to changement.usage@ville-nice.fr). Natural persons may receive one 5-year temporary authorisation per tax household for a first meublé without compensation under règlement 2.1 (particuliers page). Commercial legal entities (personnes morales à vocation commerciale) need compensation from the 1st meublé (personnes morales page). Other legal entities follow the natural-person rules. Valid DPE classes A to E is required (A to D from 1 January 2034 per public quota notice).
Compensation and location mixte
Compensation means transforming non-housing premises into housing on Nice at the same time as the change-of-use request, or buying titres de commercialité from a third party who transforms premises into housing (local must be in Nice). Commercial legal entities compensate from the 1st meublé. Natural persons compensate from the 2nd meublé or after the 5-year temporary period unless they use the location mixte path (student during the academic year, tourists in summer) with annual renewal. Details are in the meublés touristiques page, FAQ and règlement 2.1 PDF.
Quota sectors (Vieux-Nice, Riquier-Port-Mont Boron, Centre-Ville, Ouest)
First-time change-of-use requests in the four quota sectors are capped (691 authorisations across the sectors in 2026). Online filing reopens on 1 September 2026 and closes in late December 2026 (Métropole web pages cite 31 December; the 15 August 2026 public notice cites 21 December for first requests: check the exact date on nicecotedazur.org). Test your address on changementdusage.fr/nice. Renewals, location mixte and compensation dossiers are not quota-limited and may be filed year-round per the August 2026 public notice PDF.
Registration number (déclaration en mairie) on the tax portal
All furnished tourist rentals need a 13-character registration number on platform listings. It is obtained on the Métropole taxe de séjour portal after account validation. This number is different from the change-of-use authorisation reference. For non-primary units, obtain change-of-use authorisation first. The secondary or investment PDF on the portal explains host account setup and quadrimestre declarations.
Taxe de séjour quadrimestre declarations
Declare stays three times per year by quadrimestre on the Métropole portal (May for January to April, September for May to August, January for September to December per owner guide). Even when platforms collect tax, upload platform CSV summaries and declare to reach 0 EUR due. Declare zero when you had no stays. Portal help and official contacts: taxedesejour.ofeaweb.fr/ts/metropole-nca and the meublés touristiques pages on nicecotedazur.org.
Sanctions
The meublés touristiques page cites CCH art. L651-2: civil fine up to €50,000 per illegally transformed unit in the Métropole règlement, daily astreinte up to €1,000 per m², and criminal penalties up to one year imprisonment and/or €80,000 for false declarations or concealment. Since loi n° 2024-1039, art. L651-2 sets a civil fine of up to €100,000 per unlawfully transformed unit: https://www.legifrance.gouv.fr/codes/article_lc/LEGIARTI000006825946.
National register context
France is preparing API Meublés. See /guides/migration-ner-2026. Nice municipal registration on the Métropole tax portal remains required under current rules. Host Registry never auto-submits.
