Lisbon Alojamento Local registration and compliance

Checked against lisboa.pt, Turismo de Portugal and SIBA in October 2026

This page summarizes practical steps from official Portuguese and Lisbon municipal sources on Alojamento Local (AL) in the city of Lisbon (checked October 2026). It is not legal advice. National law sets the RJEEAL framework; Lisbon adds municipal containment rules and tourist tax. Host Registry, by Glint, helps you track RNAL, SIBA boletim readiness, municipal checks and listing display. We do not file comunicação prévia, RNAL, SIBA or tax returns for you.

National RJEEAL: Decreto-Lei 128/2014 and later changes

Portugal regulates short-term paid accommodation under the Regime Jurídico da Exploração dos Estabelecimentos de Alojamento Local (RJEEAL), approved by Decreto-Lei n.º 128/2014 (https://diariodarepublica.pt/detalhe/decreto-lei/128-2014) and amended several times. Lei n.º 56/2023 (Mais Habitação, https://diariodarepublica.pt/detalhe/lei/56-2023) introduced a national registration freeze on new AL in autonomous fractions (apartments and guesthouses in frações autónomas), five-year registration expiry, condominium-consent rules and the CEAL levy. Decreto-Lei n.º 76/2024 (https://files.diariodarepublica.pt/1s/2024/10/20600/0000300031.pdf), in force from 1 November 2024 per Turismo de Portugal’s summary (https://business.turismodeportugal.pt/pt/Planear_Iniciar/Como_comecar/Alojamento_Local/Paginas/alteracao-regime-juridico-alojamento-local.aspx), revoked most of those 2023 restrictions (freeze, fixed expiry, general condominium consent, CEAL) and strengthened municipal powers (containment areas, sustainable-growth areas, longer opposition windows). Always read the current consolidated RJEEAL text before relying on older Mais Habitação articles.

RNAL registration (comunicação prévia com prazo)

You must register each AL establishment through a comunicação prévia com prazo on the Balcão do Empreendedor / Portal do Cidadão (https://www.gov.pt/guias/alojamento-local). Turismo de Portugal explains that the electronic document with the RNAL number (illustrative format 12345/AL) is the valid title to open and advertise the unit, and that platforms must display it (https://business.turismodeportugal.pt/pt/Planear_Iniciar/Licenciamento_Registo_da_Atividade/Alojamento_Local/Paginas/default.aspx). Public lookup: https://rnt.turismodeportugal.pt/RNT/RNAL.aspx. After registration you must deliver civil-liability insurance proof as described on gov.pt. Glint stores your RNAL and listing-display checklist only.

Lisbon áreas de contenção and new registrations (verify before applying)

Lisbon’s municipal Alojamento Local page (https://www.lisboa.pt/temas/urbanismo/estudos-planos-e-programas/estudos-e-planos/alojamento-local) may still quote Deliberação 609/AML/2024, which suspended new AL registos until the amended Regulamento Municipal do Alojamento Local (RMAL) entered force. That suspension ended when the amended RMAL was published in Diário da República on 5 December 2025 (Aviso n.º 29926-A/2025/2, PDF: https://www.lisboa.pt/fileadmin/info_administrativa/normativas/regulamentos/comercio/Regulamento_Municipal_Alojamento_Local_Alteracao_2025.pdf) and entered force on 6 December 2025. RMAL containment areas now govern new registos. RMAL 2025 art. 4.º sets absolute containment for the concelho, freguesia or bairro where the ratio of AL establishments to permanent housing units is at or above 10%, and relative containment for freguesias or bairros at or above 5% and below 10% (bairro-level only where the freguesia is not already contained). In contained areas, new registos are allowed only by exceptional municipal authorisation (RMAL arts. 5.º and 6.º), never for property that was under a residential urban lease in the last five years or acquired at a municipal or freguesia public auction. Check your address on the interactive map (theme Alojamento Local, Áreas de contenção on lisboainterativa.cm-lisboa.pt, linked from lisboa.pt). Decreto-Lei 76/2024 art. 15.º-B lets municipalities bar new registos in containment areas where a residential lease was signed in the prior two years; Lisbon’s RMAL sets five years. Do not assume a new RNAL is available until you confirm your address.

Municipal opposition windows and RMAL obligations

Under the post-76/2024 regime summarized by Turismo de Portugal, the municipal opposition period is 60 working days after comunicação prévia, or 90 working days in áreas de contenção. Silence without opposition generally allows the RNAL to stand, but Lisbon may use RMAL tools (including opposition to renewals; verify current RMAL articles on the PDF above). The 2025 RMAL amendment adds insurance and record-keeping duties: civil liability insurance with minimum capital of €75,000 per claim (RMAL 2025 art. 11.º n.º 2), fire insurance evidence in horizontal-property buildings (art. 11.º n.º 3), and records of compliance including tourist tax (art. 11.º n.º 4).

SIBA guest reporting (UCFE / SSI, not SEF or AIMA)

Foreign-guest police reporting uses the Sistema de Informação de Boletins de Alojamento (SIBA) at https://siba.ssi.gov.pt/, operated under the SSI’s Unidade de Coordenação de Fronteiras e Estrangeiros (UCFE). Lei 23/2007 art. 15.º requires electronic communication via SIBA; SIBA FAQ states fax is no longer accepted (https://siba.ssi.gov.pt/ajuda/perguntas-frequentes/). This replaces the older SEF workflow often referenced in pre-2023 guides. AL units must enter the RNAL when registering on SIBA (https://siba.ssi.gov.pt/). Portuguese nationals are not reported. Host Registry prepares boletim fields and a due queue on working days; you submit on SIBA yourself. See /guides/rnal-siba-portugal for national detail.

Taxa Municipal Turística (Lisbon)

Lisbon charges a Taxa Municipal Turística de dormida on AL stays in the concelho. The city FAQ (https://informacoeseservicos.lisboa.pt/servicos/perguntas-frequentes/pagamentos-taxas-e-tarifas) states €4 per guest per night, capped at seven nights per stay, for guests aged 13 and over, and that the tax is not subject to VAT. Autoliquidação is due by the 25th of the month following the reporting month. Operators who file VAT quarterly or are VAT-exempt may file quarterly autoliquidação by the 25th after the quarter ends. Payment of amounts due is by the last day of the following month (Aviso 18684/2024). Declare and pay through https://tmturistica.cm-lisboa.pt/. Platforms with municipal protocols may collect; check with your platform and the TMT portal who files autoliquidação.

EU Regulation 2024/1028 on platforms

Regulation (EU) 2024/1028 (https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX%3A32024R1028) requires platforms to collect, verify and display unique registration numbers and applies since 20 May 2026. RJEEAL already requires platforms to require and display RNAL (Turismo de Portugal). Mark per-channel display in Host Registry after your RNAL is active.

National Portugal guide

For RNAL phases, SIBA boletim timing and national context, see /guides/rnal-siba-portugal. Glint never auto-submits to Turismo de Portugal, Câmara Municipal de Lisboa or SIBA.
