Lisbon Airbnb and Alojamento Local compliance

Checked against lisboa.pt and Turismo de Portugal in October 2026

Airbnb hosts in Lisbon follow the same national RJEEAL and municipal RMAL rules as other OTAs. This guide covers operational readiness only, not legal advice.

RNAL on Airbnb

After your comunicação prévia produces an RNAL number, enter it in the registration or license field Airbnb shows for Portugal (same number on Booking and other channels). Platforms may verify RNAL under EU 2024/1028 since 20 May 2026. Do not publish without a valid RNAL unless you have written confirmation that your municipal procedure is complete.

Before you publish in Lisbon

Confirm whether your freguesia or bairro is in an área de contenção (https://www.lisboa.pt/temas/urbanismo/estudos-planos-e-programas/estudos-e-planos/alojamento-local and the interactive map linked there). Obtain civil-liability insurance (minimum €75,000 per claim under RMAL 2025 art. 11.º n.º 2) and any other RMAL insurance proofs. Register the establishment on SIBA with your RNAL if you will host foreign guests.

Listing display checklist

After RNAL is active, confirm the number appears in the Airbnb UI and guest communications where required. Toggle displayed on listings in Host Registry per channel. Disclose Lisbon tourist tax collection where applicable.
